The project aimed to enhance logistics and operational efficiency by leveraging private sector capabilities and introducing competitive market practices. To lead this critical initiative, ADB engaged Hon. David Butcher, GG International's renowned international restructuring and privatization expert and former senior minister in the New Zealand government. Partnering with TecnEcon, the team was tasked with analyzing the existing practices, identifying reform opportunities, and advising on strategic privatization policies.
